I was trying to follow this introduction of goals: https://docs.microsoft.com/en-us/power-bi/create-reports/service-goals-introduction
And as it's stated, I should see a trophy icon in the left navigation bar, but I don't see that in my PBI Service as follows, and this is a Pro Account:

Goals has been renamed to Metrics. If you don't have this feature, you need to go to tenant settings to enable Metrics.

Check with your Power BI administrator. There is a Tenant Setting that enables or disables Goals. I suspect that your admin has turned this feature off.

I could open the admin portal as well, but there are no goal settings inside the Tenant settings(In your snapshot that was behind the public access setting) :
