No Apply ML model icon

I created my dataflow (epay403) as shown below.  But I don't see Actions to select "Apply ML model" icon.

According to https://learn.microsoft.com/en-us/power-bi/connect-data/service-tutorial-build-machine-learning-model,  the Actions should be available after dataflow is created. 

What do I miss?
