I've set up role level security and it is working fine (checked via a Windows computer). The new user tries to go to app.powerbi.com and the browser is redirecting them to app.powerbi.com/singleSignOn? where it's wanting to send a code to their onmicrosoft.com email (which is impossible). We've tried clearing all browser data (site data as well) and it still goes to that create an account page.
What's the solution?

I ran across a suggestion that the foolproof way was to set the authentication method to Temporary Access Pass (TAP). That worked perfectly! Thanks

You have to ensure that the user with their onMicrosoft.com email account has been successfully created and authenticated in Entra ID, after which Power BI should then allow them to login successfully.
