Hello, I just recently experienced this for the first time as well and below is how I solved it.

From what I gather from the white paper, below, the first user to click View Usage Metrics becomes the dataset owner.  If they are removed from the workspace, the View Usage Metrics report will fail to refresh and after 4 failed refreshes Microsoft turns off the refresh schedule just like any other report.

To get it back, someone else must open the Report Usage Metrics and then navigate to the dataset.  Once within the dataset, youll see what  I outlined above that the refresh schedule will indicate a series of failed attempts before it simply turns it off.  You must take over the dataset and 're wire it' like any other time you take over datasets.

One additional note I discovered but did not find documentation on is that the person who took the dataset must also re run the Usage Metrics Report.

Hope this helps:

I am the dataset owner but still struggling the same issue & this issue persist with all report which are available on same workspace

This solution was specific to Workspace Usage Metrics reports.  If you have other non workspace usage reports experiencing refresh issues you may want to start a new thread to get specific help for your scenario.
