Thankyou @v-tianyich-msft
The client has a Pro license. Now they can get to the report via the app link (the client tried again, but cannot explain what changed) . But still can not login to powerbi.com...maybe that is normal.
Hello @Idrissshatila
First, thank you for your help.
Unfortunately, we have met all the listed criteria, yet it still does not work.
"you can make reports you create accessible to users outside your domain by inviting guest users (we did). Of course, after the external user accepts the invitation and becomes part of the organization as a guest (client did accept), you need to assign them permissions to specific reports/dashboards (we did). For external users to access shared content, they must have a Power BI Pro license (we gave the client a pro license) or the content must have Premium capacity. Since external users have the free version of the Power BI license, they usually need to upgrade to the Pro license (we gave the client a pro license). However, if your content is in Premium capacity, you can access it with a free license. (we do not use premium capacity in the organisation)
You can refer to the following documentation for more information on how to invite guest users and how to enable guest users to view reports"
The client get still the message, to create a free account - what is not possible.
Do you have a different solution?
Unfortunately the IT department cannot help and I need to fix the issue.
HEllo @Itsausername ,
let them sign in to the account that has a pro license then try to open the link.

HI @Idrissshatila
thank you for your reply.
The client is unable to sign in. When attempting to log in at www.powerbi.com using the email address associated with the Pro license, they receive the message from above. The same issue occurs when using the report-app link.
While this situation is unusual and should typically work, it persists unresolved. Is it possible that the client needs to configure something additionally within their IT environment?
I think the user of the client should be assigned by your IT in the tenant as guest.

Yes, the client has a guest account assigened to his e-mailadress, like I have written. Therefore it is strange, that it is not working.
strange, you can reach to microsoft support if it's urgent https://support.powerbi.com
