Need help - user cannot login to Power BI Service/Fabric with a Power BI Pro license

you can make reports you create accessible to users outside your domain by inviting guest users. Of course, after the external user accepts the invitation and becomes part of the organization as a guest, you need to assign them permissions to specific reports/dashboards. For external users to access shared content, they must have a Power BI Pro license or the content must have Premium capacity. Since external users have the free version of the Power BI license, they usually need to upgrade to the Pro license. However, if your content is in Premium capacity, you can access it with a free license.
