I am trying to share a dashboard that has a live data feed with external users without them having to be added to the Azure AD. This report is live and needs to be updated for the external users as new data comes in. I have it all created and working, but when I add it to a PowerPoint, they have to request access and be added to the directory, I tried publishing to the web and adding a web viewer in PowerPoint, but the data caches and doesn't refresh with updates. I was under the impression sharing would be easier with the premium capacity, which is why we purchased it. Can anyone help me figure out how to do this?

I should chime in and mention another avenue is to use "Power BI Embedded" which is covered by the premium license. Might be more work than you were expecting but should be added into the discussion especially if you already have a customer portal.

In order to share reports where you want it to be updating automtically you will need Premium Capacity to update it frequently.
Then for users to view this report you will have to have them with an Azure AD Account. This is how it is created by design.
And publish to web will cache the data and has limitations.
does the external user have to pay for an Azure AD account to access shared files and reports?
