Need Help on Argent Basis (GEO Graph)

DearAll I have State City and Communicity Name and its population.

I need to show the graph like same as below by communicity wise population.

When i am trying to plot it but its only showing in the State and city Lable.

Data Sample:-

    Please try to create hierarchies to be placed in the [Categorized Data] field.

    If this doesn't help, please contact the developer of this custom visual object.

    Or you can create a map or filled map or azure map visual object.
