Multiple conditions ... my query

I would like to further say that the amount should not be hard coded but should be a cell reference.

You could sete Parameter . If you want to achieve it refer the below article:

And if you dax ,you could use What if parameter to create a dynamic value ,refer the below sample:

https://community.powerbi.com/t5/Desktop/Use-parameters-to-create-conditional-columns/m-p/841393
