Reading the Limitations and considerations, I didn't see that i should a problem for Guest users to access the Gateway. I Let you verify

I need create a guest user with other domain and share the gateway with this user into power bi service.

Estou com esse mesmo caso. Só que eu não estou usando o Azure, estou usando a propria conta do PowerBI. Duas contas com dominios diferente.
