Hello,
as part of a organizational restructuring and integration operation, we want to (as a first step) move some (not all) of our PowerBI Pro Licenses to another tenant in order to use those there. As we do not want to move all our Fixed-term Licenses for PowerBI Pro to the new tenant yet, we would like to do a partial migration.
As there are conflicting sources on the internet, i figured to ask here for guidance.

You cannot move Power BI licenses between tenants. Licenses are tied to the original tenant. For migration, you must purchase new licenses in the target tenant and manually migrate content.

It's a bummer this is the case, as we locked in a pricing at an earlier stage, supporting the adoption and use of powerbi, and will have to repurchase the licenses again only due to organizational restructuring.

Power BI Pro licenses cannot be moved or transferred between tenants. Licenses are tied to the Microsoft 365 tenant where they were purchased and cannot be split or reassigned across different tenants.
Microsoft documentation confirms that moving or merging Power BI environments across tenants is not supported, and tenant-level operations do not allow partial movement of subscriptions or licenses.
Move your Power BI tenant to a different region
Licensing in Power BI is tenant-scoped. Access to content requires appropriate licensing within the tenant hosting the content, or the content must be assigned to a capacity such as Power BI Premium.
Power BI service features by license type
If licenses are required in another tenant, they must be purchased in that tenant. Existing licenses in the source tenant can be reassigned to other users or reduced at renewal.
