Microsoft SQL: Resource ID : 1. The request limit for the database is 30 and has been reached.

We have an Azure SQL Database which is only used for reporting information. Power BI is connected to this database and when doing a refresh I get this error: "Microsoft SQL: Resource ID : 1. The request limit for the database is 30 and has been reached."

I know what the error means and why it happens but is possible to refresh the datasets in another way to avoid this issue? It's a little bit of overkill to upgrade the database only for refreshing the dataset a few times a day.

We do import of data to PBI. Direct query is not working for us due to limitations in features.
