Hi @Anonymous

It is not clear how you share the content with the end users.

I list ways of sharing below, please find which you use and check the links to see if you do the right thing.

create an App Workplace, publish this App to end users by listing their email names in the "Access" box.

create and share apps

create an App Workplace, add users as the members (view or edit permission), users can consume the content inside.

https://docs.microsoft.com/en-us/power-bi/service-create-workspaces

create an App Workplace, share the report inside this App workplce to the end user.

share dashboards and reports.

for you scenario, it seems you publish an App to the user, then you share the report inside this App to the user via outlook. Right?

Please try some workarounds to see if it helps.

1.delete the user and re-add in the RLS setting.

https://docs.microsoft.com/en-us/power-bi/service-admin-rls

2.delete the user from the App workplace and re-add him.

https://docs.microsoft.com/en-us/power-bi/service-create-workspaces#create-an-app-workspace-based-on...

3. In the Share dashboard/report dialog box, select Access. check if the user can read the report.

https://docs.microsoft.com/en-us/power-bi/service-share-dashboards#who-has-access-to-a-dashboard-or-...

Hi @Anonymous

1. Do you create App and keep the App in premium capacity?

Then Publish the App to users?

2.  Which license does this user has? pro, free, or out your orginazation?

3.  Do you add this user as a member of the App Workplace?

4.  Have you configured RLS for some content of this App?
