Microsoft Fabric Semantic Model Parameters - greyed out

Hello,

We have semantic models that have parameters that allow us to move from Dev to Test to Prod. I am running into issues when publishing some reports that the parameters are being greyed out in the Semantic Model settings. This just started happening. I have also seen where it greys out some and not others in the same model. Any ideas what is causing this? I am the one who published and have control of it.
