Merging Power BI Tenant

Hello,
My client wants to merge his O365 Tenants.
For the audit I used the PowerShell Power BI cmdlets (list of workspaces, reports ..)
My questions are as follows:
- What is the migration strategy to follow?
- What are the risks and possible impacts of this Power BI merger?
-Any risks about the personal Workspace migration?

    You will need Microsoft to do this unless you are saying you are going to do things manually. There is a litany of questions/concerns here.
