Based on your description, I am unable to reproduce this issue at the moment. Can you provide the screenshot information such as the related operation steps. It will be easier for me to do further troubleshooting

The red arrows indicate the comment count and the mentions to someone. Those people mentioned in the comments did not receive any email notifications or even a Power BI service notification.
