Measures not calculating correctly after refresh in Web Service, but do in Desktop

I'm encountering an issue where measures I'm building populate correctly in Desktop and initially in the Web Service, but return a (blank) value after the dataset is refreshed in the Web Service. 

The below example shows a table with one of my measures in Desktop:

And the same table in the Web Service post-refresh:

The code for this measure is as follows: 

Email Open Rate = CALCULATE(SUM('Donor Communications Report - Emails This Year Summary Stats'[Count]),'Donor Communications Report - Emails This Year Summary Stats'[Opened]="TRUE")/SUM('Donor Communications Report - Emails This Year Summary Stats'[Count])

And the measure is based on columns in two tables that are related in the Desktop model by an email ID many-to-many relationship.

Have you tried refreshing your data in the power bi desktop, if you get the same result in the desktop as in the service (blank value), then it means that there is no problem with the measure, but your data.

In addition, it's hard for someone to find the cause of the problem very clearly in a situation where there is no sample to test only a description of the problem.
