I use a simple switch measure to format a matrix table color based on a team index. Up until the last update to the PBI service this was still possible without any issue. It works well in the desktop app but not in the cloud service. Does the service no longer accept measures with hex values? Here is the DAX formula:

TRUE(),
SUM('Team Code'[Index]) = 0, "#facfea",
SUM('Team Code'[Index]) = 1, "#f2edd3",
SUM('Team Code'[Index]) = 2, "#cbf5db",
SUM('Team Code'[Index]) = 3, "#c2e1fc",
SUM('Team Code'[Index]) = 6, "#b6f2fc")

After testing, your color coding is correctly recognized by the service, and you can try republishing the dataset to see if this can be fixed.
The service still supports recognizing such encodings.
