Hi johnb79 -Power BI Service might be saving the filter state from a previous session or when the report was last saved. This can cause certain hierarchy levels like "Continent" to not appear as expected.can you check if the data model for Continent, Country, and State is correctly linked, particularly across the two different datasets.In Power BI Desktop, make sure your matrix is configured properly, with the hierarchy showing the Continent at the top level and all levels expanded.In Power BI Service, try resetting the report’s view to default, clearing any persistent filters that may be saved from previous views.

try exploring the Bookmarks feature in Power BI Desktop to capture the expanded state of the matrix and ensure it carries over to Power BI Service after publishing.
