This is what worked for me as I couldn't find the file setting referenced by the Microsoft help documentation.

After logging into Power BI on the browser I clicked the settings icon near the top right of the screen and then clicked the Admin Portal under Governance and Insights.

Under the Tenant settings you'll find Integration settings and that is where Map and filled map visuals are. Hope this helps!
