Mandatory note field for the users

NO, you cannot make that note field mandator. However, you can change the message they receive when they request access and change it to something like “Contact X with Y message for access”. For more advanced access control systems you can use a combo of Power Apps and Power Automate to manage access control.

Power Automate Flow: Automatically reject access requests without a note and ask users to resubmit with a reason. Governance Policy: Instruct admins to deny blank requests and notify users to include a justification. Custom Microsoft Forms-Based Request: Use a Microsoft Form with a required field for justification, then process the request via Power Automate.
Security Groups & Self-Service Access: Require users to submit a justification through Microsoft Entra ID Access Packages before granting access. SharePoint Access Workflow : If your app is linked to SharePoint, you can force a note requirement in the SharePoint access request system.
