Management of the hierarchy between rows in an array
Changing something in a visual of a report has nothing to do with access permissions to a workspace.

It appears you want to know if a user with "Viewer" permissions in a workspace can modify the drill down hierarchy of a matrix visual.
Viewer: Can view and interact with content but cannot edit it.
