Manage Administrator Profile
In this example I going to do a comparation of two diferents Profiles. My cuestion is, Which could be the reason, that one of my customers have a diferents option to manage a Group permitions.
The first image shows diferents option in comparation with the Second image. Both Profiles are Administrators of the domine.

Are both PowerBI Pro users? I think the first user is a free user.

Could you please check your license at first? Based on my test, if you are a pro trial or a free one, then you will not see all the options like the second picture you shared.
If both of your accounts are pro, for the first account, please use fiddler to trace the process of the user loading app.powerbi.com fresh and then navigating to the app workspace. Also please share trace log here.
