In Power BI you have RLS but you don't have information barriers as such. However, if you put a Power BI file inside of a restriction area then the Barriers would work. For example, putting a .pbix file in a SharePoint folder that has restrictions means that those requirements have to be met prior to being able to get to the .pbix file. However, unless you have RLS on the file then I don't know of any barriers.
