What do you want to implement by referring to this link?  If you intend to create force direct graph in Power BI Desktop, you can download the Force-Directed Graph from the Visuals gallery, import it to your Power BI report, and use it to display your data.     thanks for your reply - sorry, but I don't have more information about this dashboard, only a unclear picture in my head a some hope does anyone had a link ... :-)

     

    I don't think that the visual was made with the force directed graph.
