Sorry for that, Based on my research, it is not supported yet currently. We also not found an effective solution to meet your requirement,perhaps you can submit the requirement to ideas and add your comments there to make this feature coming sooner: https://ideas.powerbi.com/forums/265200-power-bi-ideas
We have tried to open the allow extern users can edit in Admin Portar, and set the user as admin of workspace, but we still cannot find the dataset outside the tenant in Power BI Desktop.

This works:
Make your report and save as PBIX on desktop. Then remove all data sources and save as PBIX. The empty report shell can be connected to any tenant by a user in that tenant using Get Data.
Do not save as template, that kills the report.
We do this to build an any-tenant report using test data, then share the empty report PBIX with clients and they can then connect to their dataset hosted in the Service.
Hope that helps.... We discovered this by experimentation.
