Hello -
We have setup the Tabular model and created Power BI Report with Live Connection. Then published those reports to Premium Workspace (new experience) and added members to manage them.
Member wants to share Reports with 300+ viewers. Because it is a live connection, I understand everyone must have a read permission to Tabular dataset.

For your questions:
1. What is the best practice to implement this?
You can Manual user name remapping.
2. Do members need to contact Admin to give Tabular dataset read permission to all viewers one by one?
No, you can choose to give a group of people access. Refer to the Note above.
3. If read permission is given to viewers too then they can also start creating reports in Power BI Desktop. What will be then difference between members, contributors and viewers?
Contributors have access to edit reports but viewers don't, just with read-only access.
