Linked Goals In Power BI Scorecard

I have created a hierarchy of Power BI Scorecards, with a top level scorecard using linked goals to connect to goals in the lower level scorecards.

Yesterday, I opened the top level scorecard, and found that all of my linked goals had disappeared.  I initially assumed I must have done something stupid, and went into edit mode, to start adding them back in - it shouldn't take long, becuase you can connect to multiple goals in a lower level scorecard in one go, so I would only need to do it a few times to get everything back up and running.

However, in Edit mode, when I click the New dropdown I can see the options for New Goal and New Subgoal, but New Linked Goal (or whatever it said) is no longer there.  I can't find anyone else complaining about this, so perhaps I'm the only one who uses Scorecards and nobody else has noticed, or perhaps someone has messed around with my tenant setting, and disabled linked goals.

Can anyone help?  Has linked goals been quietly deprecated, is it a bug, or do I need to go and have a quiet word with one of our Power BI admins?

By the way, Scorecards are like Power BI's unloved child - it's been in preview for years, and could be such a powerful tool if it was developed a bit more...
