Linked Dataflow yielding permissions error

I have a workspace that is full of dataflows that I manage. When I would like certain users to access a dataflow I have created, I link the dataflow to their workspace. But currently my users are getting permissions issues when they try to open a template containing that data in PBI desktop. 

Once I grant them access to my workspace containing all my dataflows, the issue goes away. I would like to avoid giving access to my workspace though. Also I thought linking a dataflow would give all the users in that workspace access to the data? They just need to be able to refresh the data - no editing involved.
