From the Power BI Downloads menu, clicking on Analyze in Excel then clicking download in the pop up, i'm taken to a dead link:

I can download Analyze in Excel from Power BI Service.
In your scenario, you can download SQL_AS_OLEDDB.msi from this link instead. There is a similar thread for your reference.

Yes, the link works now but for a while it was dead. There was a new release posted so it may have been during downtime as the package was updated.
