Line chart tooltip not showing for entire graph

Starting this week, my team noticed that in the service our line graphs will only show the tool tip when you hover over weeks that have data for every year in our line graph. The X axis has weeks of the year while the legend has years. Most of the data only has a partial year for 2019 (second half). The tooltip will only show for the weeks that include 2019. If I filter that year out of the graph, then the tooltip works for every week despite 2023 being a building year as well. We have had no issues with this report in the past. The tooltip does show when I open the report in desktop. 

Any fixes? Bug?
