Limited to 100 users issue in New APP Sharing experience to Entire Organization

Seeking clarification on the community articles listed below.

How is the 100 user limit enforced ?
Has the 1000 user limit been activated in September ?
Is this only related to publishing an APP in non premium workspaces ?
For a Premium Workspace, is Sharing the APP to the Entire Organization also limited ?
Some of our common apps need to be accessed by over 10,000 users.
We don't want to create groups to bypass this restriction.

So instead of sharing the APP with 10,000 users, what happens if we email the Power BI APP link to 10,000 users ?
What happens when the 1001st user connects to the APP ?

This does not seem feasible, and distribution beyond the design is unforeseen.

We still recommend you use one or more user groups that contain all the desired users.

This is by design.
The 1000 user limit has been activated. No matter which capacity you use it in, you are limited by this limit.

If you would like to suggest  feature improvements, you may  vote the idea and comment here  to improve this feature. It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.
