Limitations of using preview functions

There is no limit to the preview function on Power BI Service, because the versions of Power BI Service are updated together, and there will be no version differences. As long as your user has Pro permissions, you can view the reports inside.
You can use APP or Share to send reports to users for viewing.

If your user is Free, you can use Publish to Web.
