Is there any way to limit report sharing to just @domain emails, that is to say, only with your own organization and none else?

you have a few options in the Tenant settings of the Power BI Admin Portal you can use for that.
Under the menu item Export and sharing settings:
You can either disable the settings for the whole organization, or enable them for a specific security group, say only the Power BI Admins.
