Licensing problems wiht Fabric capacity F128
Hi there
We have reports in a workspace on a Premium capacity P1 that are shared via an Power BI app. We have user accessing the app without Pro license. Everthing works fine.
For a temporary performance testing we now created a Fabric capacity F128 and moved our workspace avbove to this capacity. We now have following strange bevaviour:
- When we directly opening a report (not via app), everhing works fine.
- When opening the app to access the reports, we are prompted to buy a Power BI Pro license and we can not continue.
- When we now try to re-open a report directly (not via app), we are also prompted to buy a Power BI Pro license and we can not continue
- Only when we now make a refresh in the browser, we can again directly open a report (not via app)
From what we read in the documentation, now Power BI Pro license is needed for a capacity bigger than F64, so wondering why we have this issue.

Consider creating a new workspace in the Fabric Capacity. Publish a dataset and report into this workspace, then create an app and share it with free users. If this setup works as expected, it might indicate that the issue is specific to the configuration of the existing workspace or app.
Additionally, if you already have a premium capacity, it raises the question of why you opted to move to the Fabric capacity. Understanding the rationale behind this decision could provide insights into the specific requirements or considerations that led to the change.

Good point. We already updated and re-published the app and that didn't help. Will try to create new workspace.
Reason is: With Fabric pay-as-you-go we can quickly do our tests ond a bigger SKU and and then turn it off after a few days and increase our Premium capacity as needed. If we increase our Premium capacity an come to the conclusion the increased SKU is not needed, we have to pay it for a longer period of time.

Creating a new workspace with a new app seems to solve the problem. That great news when you plan to use Fabric for new reports, but bit unlucky when you would have many workspaces incl. apps you want to move from Premium to Fabric.
For our scenario right now, it's ok. We found a workaround. Wen you delete the app and directly go to the report, it seems to work.

Update: It seems that it was just luck that this worked. Further testing showed that it is not working all the time. So the problem is still not solved.
