Licensing PBI Service & Report Builder
Hi there!
I was wondering what PBI licenses are needed for end users that are viewing a report that also contains a paginated report visual. If they are viewing the report through an app that is published from the workspace, what license do they need to view the report in the app?
If they are viewing the report through the workspace instead, what license do they need in that case?
When it comes to PBI licensing, things can get very unclear and confusing. 😉

Anonymous Yep, licensing gets complicated. However, if paginated reports are involved then that is a Premium feature and thus only supported for users that have a PPU license or if there is Premium capacity provisioned. Regardless of App vs. Workspace.
