Licensed users cannot access reports in workspaces

Hi everyone!

I was hoping to get some help on this issue in my company.

 

I have multiple workspaces with licensed users. In those workspaces, the users cannot access the reports in the workspace. I have checked that all of the users have paid licenses, and that they have Direct Access to the workspace. They are all at least Viewers, if not Contributors. I have re-published the reports multiple times.

 

Whenever they click on the report in their workspace, they get a permission issue telling them to request access. However, no access request comes through for me to grant them. Whenever I create a shareable link to a report it shares with them successfully, but they cannot access any report I haven't sent them a link for.

Hi @cboisvert ,
It sounds like the issue you're facing is related to how access is being interpreted at the report level despite workspace permissions being correctly assigned. Even though your users have paid licenses and are added as Viewers or Contributors with direct access to the workspace, Power BI may still enforce additional report-level permissions, especially if the reports were originally shared or published with restricted access. 

 

One common workaround is to open the report yourself in the Power BI Service, copy the full browser URL (not a share link), and share that with the users—this often bypasses the issue. Also, ensure the users are accessing the workspace from “My Workspaces” > Shared with me and not relying solely on shared report links, which can behave inconsistently due to link-specific permissions or tenant-level sharing restrictions. Lastly, double-check if the reports are using datasets from other workspaces that might require additional permissions. If the issue persists, your Power BI admin might need to review tenant settings related to report access and sharing restrictions.

Hi. If they are contributors or workspace viewers. Have you tried sending them the link to the whole workspace and let them pick the report? that way should work. Even opening the report and copy the link of the browser. The shareable links are kind of tricky, sometimes they have an advanced setting that they can reshare or even if you have a link they need to request permissions etc. The permission goes to the admin of the workspace. When opening at service there is a notification about it.
