Licensed users cannot access reports in workspaces

    Hi cboisvert ,
    It sounds like the issue you're facing is related to how access is being interpreted at the report level despite workspace permissions being correctly assigned. Even though your users have paid licenses and are added as Viewers or Contributors with direct access to the workspace, Power BI may still enforce additional report-level permissions, especially if the reports were originally shared or published with restricted access. 

     

    One common workaround is to open the report yourself in the Power BI Service, copy the full browser URL (not a share link), and share that with the users—this often bypasses the issue. Also, ensure the users are accessing the workspace from “My Workspaces” > Shared with me and not relying solely on shared report links, which can behave inconsistently due to link-specific permissions or tenant-level sharing restrictions. Lastly, double-check if the reports are using datasets from other workspaces that might require additional permissions. If the issue persists, your Power BI admin might need to review tenant settings related to report access and sharing restrictions.
