License(s) required for specific use case

I was reading the documentation about sharing a report with SharePoint and noticed the following:
- Users viewing a report in SharePoint need either a Power BI Pro or Premium Per User (PPU) license or the content needs to be in a workspace that's in a Power BI Premium capacity (EM or P SKU).
- When using the Embed in SharePoint Online option, the embedded reports respect all item permissions and data security through row-level security (RLS), so you can easily create secure internal portals.
So, except for the page customization, I can't see any differences in sharing report through SharePoint or PowerBI service for my use case.
Related to 3, I did not mention that, but i knew about the possibility of using an on-prem data gateway. However, I still want use Virtual Network Data Gateway.
In summary, I have two choises:
- Using premium capacity
- Purchase a couple of premium licences for the developers and several pro licences for the users (cause they don't need the premium one as you said in response point 2)
Can you confirm all this?

As far as I know, a premium capacity plus at least one PPU(for editing management using the Data Network Data Gateway) is a good choice. If the workspace is in premium capacity, the viewer does not need a license, but if the client needs to edit the report, pro is required.
