License(s) required for specific use case

Hi everybody, 

I need to implement the follow use case and I would like ask you which and how many license(s) i need.

 

Two developer users create the dashboard through powerBI desktop and publish it on powerBI service. The dashboard is shared with other users in the same organization and for each user a role is specify in order to implement row-level security.

I know the developers need pro version to accomplish this, my first question is: do the other users also need pro version to access report? 

 

Then, another requirement appeared. I need to deploy a virtual network data gateway to allow the service to retrive data from a DB located in a private network. From the docs, i read this is possible only with premium licence. Again, I question if premium licences are required for the consumers of the report also. 

 

I have read tons of articles and documentation pages and all I understood until now is that I can purchase two separate premium license for the developers and a premium capacity to allow other users access report with free license. This should works, but is a very expensive option and I would like to know if other options are available to achieve the same result.

    Hi, tvilla ;

    1: Do the other users also need pro version to access report?
    For normal, if you want to share a private report or dashboard to others, you and others both need the Pro license.
    If you have purchased Premium and add your content to Premium, then when you share the content, the receiver could be free user.
    Or select public to web, Securely log in to SharePoint.You can embed your content securely in an internal portal or website Online options. These options ensure that all permissions and data security are enforced when your users view your internal data.

     

    2.if premium licences are required for the consumers of the report also?
    As far as I know, the viewer doesn't need this requirement.

     

    3. The other way around
    Publishing to the web is a good and free option if you don't need RLS.
    Second, for virtual data gateways, This new service only works for Power BI premium workspaces.
    May be could install an On-premises Data Gateway on an Azure Virtual Machine within the same VNET as my sources (or in a peered VNET).

    In summary, premium capacity is a good choice for now if you need to share it with free users and use RLS.

      Thanks for your reply, v-yalanwu-msft.

       

      I was reading the documentation about sharing a report with SharePoint and noticed the following:

      •  Users viewing a report in SharePoint need either a Power BI Pro or Premium Per User (PPU) license or the content needs to be in a workspace that's in a Power BI Premium capacity (EM or P SKU).
      • When using the Embed in SharePoint Online option, the embedded reports respect all item permissions and data security through row-level security (RLS), so you can easily create secure internal portals.

      So, except for the page customization, I can't see any differences in sharing report through SharePoint or PowerBI service for my use case. 

       

      Related to 3, I did not mention that, but i knew about the possibility of using an on-prem data gateway. However, I still want use Virtual Network Data Gateway. 

       

      In summary, I have two choises:

      1. Using premium capacity 
      2. Purchase a couple of premium licences for the developers and several pro licences for the users (cause they don't need the premium one as you said in response point 2)

      Can you confirm all this?

        Hi, tvilla ;

        As far as I know, a premium capacity plus at least one PPU(for editing management using the Data Network Data Gateway) is a good choice. If the workspace is in premium capacity, the viewer does not need a license, but if the client needs to edit the report, pro is required.
