License confusion

One of my Pro workspace admins is unable to approve access requests to a report. When she tries, she receives the following error:

"Failed to send email to invite users. Please try again later."

The end-users requesting access are internal (part of our organization) and have either a Power BI Free or Fabric Free license. As the tenant admin, I can approve the access without issue, but my workspace admin cannot since she is not a tenant admin.

I am confused about the limitations of our current licensing model. The workspace is set up as Pro, but ultimately, I want to publish the report to the web with authentication, so that members of my organization can securely view the dashboard.

    For a pro workspace, viewers will need a pro license unless the report is published publically to the web. 

     

    For viewers to not need a license, the workspace needs to be an on F64 capacity or higher. 


    Can you verify the permisions/license of the user unable to approve the request? Can you also verify who the owner of the semantic model is?

    From what you are saying this doesn't sound like a licensing issue but rather an admin issue. Because you are a tenant admin, you can improve the access while the other person cannot approve the access. Can you make sure that the user in the Pro workspace is has an admin role?
