let's say there is a university and it has dashboards : 100-200 dashboards
5000 students are Studying in the university.
University cannot purchase User license for each of the student. It is costly!
Questions :
1. So how can a university manage the access to the dashboards for all the 5000 students in lesser cost or in the cost of the license purchased for the developer who developed the dashobards.
Is there any way around that the students can access the reports for free.
If in case there is a website, the university uses which shows results of the students, so if we embed those dashboards in the website, the students should be able to access it by entering their exam ID or Roll Number but there should not be extra cost for the access.
There is an organization with a total of 5000 PBI developers/BUs/Testing Engineers. Purchasing License for each one of them would be too costly!!
Questions :
1. Is there any way that if an organization has 5000 PBI developers so purchasing a developer license for each one would cost a fortune to the compnay. So how the organization can manage this user base with the minimum cost expenditure on license.
I am aware of the licensing capabilities :
Power BI Pro (Per User) : 785 rupees * 5000 users = 3925000 rupees
Power BI Premium (Per User) : 1570.60 rupees * 5000 users = 7853000 rupees
TOO COSTLY!!
Is their any license that can be shared between multiple users or within an organization. Requesting solutions or way arounds!

Premium is always recommended for 500+ users. As @lbendlin said some Pro Licenses for developers and a Workspace under premium capacity in order to allow students with free licenses to consume the dashboard would be your best managing licenses option. However many universities do have Microsoft 365 E5 package and Power BI is included in it, and it means every user should have a Pro license by default and therefore no need for premium capacity unless you fall under more constraints like dataset size, or performance....

With a Premium Capacity only developers need a Pro license, regular report user don't need one. So you're looking at a couple hundred Pro licenses, plus the cost for the Premium SKUs.
Feel free to compare these costs to what Tableau and Qlik are asking for.
