Licencing and Dashboard Publishing to Other Tenant

If a user/email is assigned with PowerBI pro in organization 'A' and same user/email is an External user in Organization 'B' and he is assigned as Admin to PBI workspace of Organization 'B', will he be able to publish reports to Workspace of B's Tenant or does he(external user) need to be again assigned with PowerBI pro license on B's tenant.

However user is same so email Id is also same, It doesnot make any sense if we need to assign double license for same user/email in both of the tenants right?

Any workaround/solution please feel free to provide
