Left Navigation Pane not available for External Guest Users
The left hand navigation pane is not visible for Guest users. I've found previous references to this issue for example
but this Tenant setting is no longer available in my tenant (and I've checked this list and it is not there either which suggests it isn't an issue with my tenant https://learn.microsoft.com/en-us/fabric/admin/tenant-settings-index)
How can I enable the navigation bar for Guest users ?

Please enable Guest users can browser and access Fabric content feature in Power BI admin portal.

Thanks GilbertQ and Anonymous for your help. The suggested solution works.
My best guess is that because that navigation pane includes some Fabric elements, if you have it disabled (which I did because we are not using Fabric yet), it blocks the display of the whole pane, not just the Fabric elements.

As far as I know, this is not possible to get the left navigation bar when browsing in an external tenant. What you can do is view what you have access to within your own as shown below.

I dont think this is what the person is asking for. It is about the navigation panel. Not access.

Based on my testing, if this feature is not enabled, guest users will not be able to see the left navigation panel. I believe this is a feasible solution to address the issue. However, if the problem persists, we can continue to investigate potential causes further.
