I have a dataset that is 10MB and fails when trying to refresh
so I read to switch to Large Dataset storage format but it is greyed on my dataset...
and I also read under settings to switch on premium capacity but that is greyed also..
do I not have the correct version of PowerBI? see attached screenshots

According to your screenshot, it seems like your tenant has not purchased or configured the Premium capacity, so the “Premium capacity” option for your report is greyed by default.
If you want to purchase and turn on the Power BI Premium capacity for your tenant, you can follow this document:
https://docs.microsoft.com/en-us/power-bi/admin/service-admin-premium-purchase
If you are an individual user and you don’t have a tenant, you can try the use the Power BI Premium Per User trail, which is a new feature apeeared in several months. Then you can enjoy the Premium capacity for free in a couple of days.
