Landing Page with PBI links with RLS on access

Hi experts,

I was looking for something to do with landing page 

Let say I have 4 PBI files published on service having RLS implemented  and what I need to create is a landing page havig cards with links added when click redirect to PBI files , that is simple just to add link 

but what is required if a user which is not in the RLS table of PBIs files then they should not access the card to redirect and a pop up would come out saying you dont have access

Can we achieve this?
user might different in PBIs 

for example AMIT is in PBI 1 and 2 rls table

so he can click the cards and access to those files
