Key Vault Reference - Invalid Credentials

I was able to create an Azure Key Vault Reference when I selected "Allow this Azure Key Vault reference to be utilized with either on-premises data gateways or VNet data gateways".
Without this I got the error "Unable to create connection for the following reason: Invalid connection credentials"
Why is this thread marked as solved?
Was it marked as solved by OP or by the community admins?
I'm encountering the same issue and the comment marked as a solution didn't help me.

No, I wasn't able to create a Azure Key Vault reference yet. No one provided comprehensive step-by-step instructions. If someone does, it would be really helpful to solve the issue!

I was able to create an Azure Key Vault Reference with Key Vault Reader role.
To create a Connection that reads the secret value, I needed Key Vault Secrets User role.
