Hi - this is my understanding based on experience and Embed a report web part in SharePoint Online - Power BI | Microsoft Learn, but I'm not an expert on licensing!!
- if the report and semantic model are in a Premium workspace, viewers (via Sharepoint or not) only need a free Power BI account to view the report
- if either the report or the semantic model are in a pro workspace, viewers (via Sharepoint or not) need a pro or PPU licence to view the report

You can't use SharePoint embeds to bypass licensing, they need a license to view (pro, or if you have premium that negates).
