I agree with suparnababu8 reply. Also, consider the following:
- Sometimes browser cache can cause issues. Clear the cache and cookies.
- Ensure Power BI Service is updated to the latest version.
- Disable the responsive layout to avoid resizing issues.

I'm not sure why you are facing even after updatign the bookmark. If you haven't tried, please follwo the below steps
- Check your bookmarks are correctly capturing the state of the slicers and text boxes. Sometimes, bookmarks might not save the exact positions if they are not updated properly.
- Try to group your slicers and text boxes together. This can help maintain their relative positions when switching between modes
- Verify the Z order of your visuals. Make sure that slicers and text boxes are correctly ordered in Z order, with slicers on top of any shapes or backgrounds. - Finally test your report in different browsers to see if the issue persists.
