I just came across an issue where another Power BI developer tried to edit an app that I had published. When she clicked on the ellipses to edit the app she only had the option to DELETE. When I checked she had Contribute permissions to the workspace. After I gave her Admin permissions she had Edit, Delete and Permissions available as options.

A person with Contribute permissions can Delete the app. This is an action only an Admin should have. What is even stranger is that this is the last of the three options (Edit, Delete and Permissions) a person who is not and admin should have.
This needs to be changed.
What is the issue that you want to address?
Only Admin and Member share and update* an App. Check this link out, there is a table of roles and rights.

Instead of Admin, you can just give Member role
